Russian website owners may soon face fines of up to 700,000 rubles for authorizing users through foreign services, including foreign email addresses.
A group of deputies led by Anton Gorelikin, the first deputy chairman of the State Duma Committee on Information Policy, has developed a bill. The document has already been submitted for consideration by the State Duma.
The explanatory note states that the bill concerns user authentication when providing access to information. According to current legislation, user authentication in Russia must be carried out using a Russian phone number, state services, a biometric system, or a system owned by a Russian citizen or organization. The bill proposes introducing fines for non-compliance with these requirements: 10,000 to 20,000 rubles for individuals, 30,000 to 50,000 rubles for officials, and 500,000 to 700,000 rubles for legal entities.
In addition, the Code of Administrative Offenses is proposed to be supplemented with a new article regarding the collection of information about the preferences of users located in Russia, which violates the rights and interests of citizens and organizations. The fines under this article will be the same.
A separate clause sets the amounts of fines for repeat violations. For individuals, they will range from 20,000 to 40,000 rubles, for officials - from 60,000 to 100,000 rubles, and from 1 to 1.4 million rubles for legal entities.
