Siluanov: Ministry of Finance expects balanced budget execution from regions by the end of the year

The Federation Council has approved amendments to the federal budget for 2025. The amendments were necessary to fulfill all planned state obligations.

At the Federation Council meeting, Finance Minister Anton Siluanov spoke. In particular, he stated that by the end of 2025, the Ministry of Finance expects balanced execution of regional budgets in Russia. The deficit will amount to about 300 billion rubles, which corresponds to initial expectations.

Thus, the debt of Russian regions will be controlled, i.e., slightly more than 17% of their own revenues. Commercial debt in the total volume of budget revenues will amount to about 3%.

The source also noted that by the end of the year, regions will receive up to 30 billion rubles. The funds will go towards the overall balance of several regions, particularly those where a decline in revenues has been noted. The money will also be allocated for priority social payments, including salaries.

“In the current year, we will fulfill everything that we have planned. We are monitoring the situation at the regional level and will provide support to regions that need our attention,” concluded Anton Siluanov.
