The members of the Federation Council denounced the agreement with the United States on the disposal of plutonium, signed in Moscow and Washington in August and September 2000, respectively. The parties pledged to dispose of 34 tons of weapons-grade plutonium each, declared surplus for military programs.

This agreement and its protocols were suspended by decree of the President of the Russian Federation and federal law in October 2016 due to a "fundamental change in circumstances."

The explanatory note to the denunciation law states that the key reasons were: the introduction of US sanctions against the Russian Federation; the adoption of the law on support for Ukraine allowing interference in the internal affairs of the Russian Federation; the expansion of NATO to the East; the build-up of the US military presence in Eastern Europe; US plans to change the procedure for the disposal of plutonium prescribed by the agreement without obtaining consent to this is from the Russian Federation.
