In Russia, housing starts decreased by 6-7% year-on-year in 2025. This was announced by Russian Deputy Prime Minister Marat Khusnullin on the Rossiya-24 TV channel.

- We are currently reaping the benefits of 2023, when many mortgages were issued and many projects were launched, Khusnullin stressed.

It is expected that by the end of 2025, the total volume of commissioned housing will be at least 100 million square meters.

According to him, at the same time, the number of new building permits has decreased, which is likely to lead to a decrease in construction volumes until 2028. In addition, there is a shift in the timing of commissioning for a number of projects. The reason is the lack of working capital. In the whole country, about 19% of all facilities under construction are not on time.
