Since the beginning of 2025, the Federal Antimonopoly Service of Russia (FAS) has ordered 5.1 billion rubles to be excluded from housing and communal services tariffs, issuing 32 regulations on the elimination of violations in the fields of electric power, heat supply, water supply, sanitation and solid municipal waste (MSW) management.

During the work, the central office and territorial bodies of the Federal Antimonopoly Service conducted eight scheduled and unscheduled inspections of tariff regulators in the Republics of Buryatia and Khakassia, the Krasnoyarsk and Perm Territories, as well as in the Irkutsk, Tver, Tomsk and Yaroslavl regions. The inspections concerned the economic feasibility of expenses in the fields of electricity and heat supply. On behalf of the Government of the Russian Federation, inspections of tariff regulators in the Central, Northwestern, Volga and Ural Federal districts in the field of MSW management were also carried out.

The results of the implementation of the regulations for 2023-2024 showed that 21.6 billion rubles of unjustified expenses were excluded from the tariffs for 2025. In particular, the Leningrad Region recorded a decrease in tariffs for heat supply from 3.3% to 15.7%, and for water supply and sanitation - 15.92% compared to 2024. In the Jewish Autonomous Region, the tariff for MSW treatment decreased by 32.3% relative to the projected level of 2025.
