The Ministry of Finance increased the federal budget deficit for 2025 from 0.5% to 1.7% of GDP

The Ministry of Finance of the Russian Federation has made changes to the parameters of the federal budget for 2025. The deficit has been increased from 0.5% to 1.7% of GDP. This is stated in the message of the department.

According to the prepared draft law, the budget deficit for 2025, according to the specified parameters, is expected to amount to 3.792 trillion rubles, which corresponds to 1.7% of GDP. In the initial plan, the budget deficit was expected to reach 1.173 trillion rubles, or 0.5% of GDP.

In 2025, budget revenues are expected to reach 38.506 trillion rubles (17.4% of GDP). Of these, oil and gas revenues amount to 8.317 trillion rubles (3.7% of GDP), non-oil and gas revenues 30.188 trillion rubles (13.6% of GDP).

The expenses for this period will amount to about 42.298 trillion rubles.

Previously, it was assumed that revenues would amount to 40.296 trillion rubles, expenses - 41.469 trillion rubles.

The indicators for the planned period of 2026-2027 remained unchanged.
