The Cabinet of Ministers has developed a plan to counter illegal employment for 2025-2027. This is reported by with reference to the relevant draft order.https://www.rbc.ru/economics/28/04/2025/680a3f799a79471b996a759a" ;>RBC.

According to the action plan, Russia will conduct an analysis of the unemployed population, establish measures to combat substitution of labor relations, and introduce new KPIs for the regions.

So, Rostrud has until July 15, 2025 to analyze the number of unemployed citizens of working age. Further, by March 1, 2026, the Ministry of Labor, together with subordinate organizations, will have to form a set of measures to involve these citizens in labor activities.

Rostrud, together with the Ministry of Internal Affairs, must also take measures by July 15, 2025, aimed at suppressing labor activity in violation of the procedure for registration of labor relations. By November 1, 2025, the Ministry of Labor and the relevant departments will have to analyze information about violations in the registration of labor relations and prepare proposals for their prevention.

The Ministry of Labor will also conduct an analysis of the potential number of illegally employed citizens in the regions, on the basis of which a rating of regions will be compiled to achieve the target for withdrawal from illegal employment.

According to Rosstat, in 2023, 14.9 million people of working age who were not part of the labor force lived in Russia (that is, they were neither employed nor unemployed). Of these, 11.8 million people did not express a desire to work. These are mainly full-time students (6 million people), pensioners (2.1 million people), and people in the household (1.6 million people). The remaining part of the able-bodied population that is not part of the labor force is unemployed citizens who are interested in getting a job, but due to circumstances are not actively looking for work.

The number of unemployed as of February 2025 was estimated by Rosstat at 1.8 million people.

According to ACRA, the volume of hidden labor reserves in Russia is 7.5 million people. Of which 1.5 million people are young people, 5 million are older people who want to work but cannot realize this desire for various reasons.

According to Rostrud, in 2024, about 830,000 citizens were in informal labor relations and received salaries in an envelope.
