The Central Bank is preparing to set direct quantitative restrictions - macroprudential limits (MPL) on mortgages for the most risky borrowers. The restrictions should come into effect on July 1, 2025. This is reported by the publication with reference to the regulator. href="https://iz.ru/1852542/anna-kaledina/kak-cb-takoe-s-iyulya-poluchit-ipoteku-so-vznosom-nizhe-20-stanet-pochti-nerealno">"News".

This measure will affect borrowers with low down payments (no more than 20%), and whose debt servicing costs exceed 80% of their own income. The Central Bank did not specify what specific limits would be set for them, noting that the values would be determined based on the economic situation.: developers and the mortgage market in general.

Market experts call the introduction of restrictions a logical step, as credit institutions and developers have begun to resort to various tricks to provide low-income citizens with the opportunity to purchase housing after the cancellation of the massive preferential mortgage program.

Earlier, in 2024, the Central Bank was legally allowed to set macroprudential limits on mortgages.
