Maria Yarmalchuk: the prices are market-based, but the prices are outdated

This year, the Russian government has launched several significant national projects at once. Their list and priority are determined by the national development goals formulated by the President of the Russian Federation. Large-scale federal initiatives are the main incentive for large infrastructure companies to grow. A possible reduction in budget investments, which was constantly discussed in connection with the costs of maintaining its own, caused significant uncertainty and concern about how to work in conditions of reduced volumes under government contracts. At the same time, the financial burden on businesses has increased significantly along the entire economic chain. Combined, these two crucial circumstances are quite capable of deciding the fate of many companies. With the adoption of a number of government decisions, there is more certainty in the field of financing infrastructure development, but can this clarity save business?

The consolidated interests of a significant sector of the Russian economy involved in the implementation of large-scale government projects are represented by the National Association of Infrastructure Companies (NAIC). Most of those who are members of it are road workers. The road construction industry has grown and changed significantly over the past few years, thanks to the national project "Safe, high-quality Roads", which was completed last year. The companies have shown record results in the delivery of facilities. Due to global government projects, companies specializing in infrastructure construction have received large guaranteed volumes of work. But in a rapidly changing environment, the economics of projects have, as they say, "sailed", and businesses increasingly began to find themselves in a situation of underfunding under government contracts. We talked with Maria Yarmalchuk, CEO of the National Association of Infrastructure Companies (NAIC), about what infrastructure companies expect from the next five years and whether they should hope to reconsider their approaches to estimating the cost of their work.
