New procurement rules for state-owned companies have been in effect since January 1, the Russian Ministry of Finance has explained. These rules define the use of the national regime in the procurement of foreign-made goods.

A minimum share of mandatory purchases of Russian goods has been introduced for state-owned companies. Exceptions are companies from the register of defense industry and natural monopolies.

Special rules apply to the procurement of medicines and electronic products. Preferences are provided only for essential medicines. The names of the purchases may not match those indicated in the lists.

The Government of the Russian Federation may establish exceptions to the national regime and grant preferences for Russian and Eurasian goods at auctions.
