Indexation of payments, confiscation of property, rules for migrants: which laws will come into force in February 2025

Starting from February 1, 2025, several important laws and amendments will come into force. We are talking about the indexation of social benefits and maternity capital, an increase in pension allowances for coal industry workers and flight crew members, changes will affect fuel excise taxes, as well as the migration sector. Indexation of Social benefits

More than 40 types of benefits and payments will be increased by 9.5%, in line with the inflation rate. This includes a one-time birth allowance, a monthly child care allowance, and payments to veterans.Payments for children with disabilities and those with disabilities from childhood of group I will also be indexed annually.

The maternity capital for the first child will be 690,266 rubles, for the second 912,200 rubles, if the certificate was not received for the first child.

Surcharges for Pilots and Miners

Members of civil aviation flight crews and employees of the coal industry will receive monthly pension allowances. The amount of the additional payment is individual and depends on the average monthly earnings and work experience. According to current legislation, the amount of the allowance is adjusted four times a year - on February 1, May 1, August 1 and November 1.

Distribution of excise taxes on fuel

Excise taxes on gasoline, diesel fuel and motor oils will be distributed as follows: 31.5% will go to the federal budget, and 68.5% to regional budgets. These rules will be in effect until January 1, 2031.

Confiscation of property for Regions

Starting from February 5, 2025, regions will be able to receive confiscated property used for administrative offenses, such as telephones, household appliances, furniture, and medicines. Thus, the Government approved a list of confiscated property to be transferred to the ownership of the regions.Items that have become an instrument of commission or the subject of an administrative offense are allowed to be used for their intended purpose.

Stricter rules for migrants

The police will have the right to make decisions on the expulsion of migrants from Russia.

In addition, fines are being imposed for providing prohibited services to migrants included in a special register.

Illegal migrants will face many restrictions, including a ban on marriage, business registration and the purchase of real estate.

Mentoring for Difficult Teenagers

Starting from February 5, 2025, a mentoring institute will start operating to work with delinquent minors. Mentors and charities will need to receive special training. 

The Commission for Juvenile Affairs and Protection of Their Rights will be able to appoint a mentor with the consent of the minor and his parents or guardian.
