The Government of the Russian Federation has prepared a draft law on uniform bidding requirements for subsurface areas, leases of state property and fishing quotas. The main focus is on the unification of electronic trading, which will simplify procedures, increase transparency and attract more participants.
The organizers of the bidding will be obliged to conclude agreements with the second participants in case of refusal of the winners.
The new rules will come into force on September 1, 2025, but will not affect concessions and public-private partnerships.
