The minimum price for cigarettes has increased to 135 rubles per pack.

Starting from January 1, 2025, the minimum price for cigarettes will be 135 rubles per pack. The Ministry of Agriculture has set this level based on the minimum value of the excise tax rate per unit of consumer packaging (pack) of tobacco products, introduced by the Tax Code from January 1, 2025, the value-added tax rate and the increasing coefficient.

The Ministry of Agriculture has set a new excise tax level based on the minimum excise tax rate per unit of consumer packaging (pack) of tobacco products, which will be introduced by the Tax Code from January 1, 2025, as well as taking into account the value added tax rate and the increasing coefficient.

This year, the excise tax rate on cigarettes will be 2,945 rubles per 1,000 units, plus 18% of the estimated cost. In 2024, this rate was 2,813 rubles per 1,000 units, plus 16% of the estimated cost.

The minimum price of a pack of cigarettes in 2024 was 129 rubles, in 2023 119 rubles, and in 2022 112 rubles.
