The State Duma adopted a law allowing SEZ residents to pledge lease rights to public land plots

The law is relevant for 562 companies at the investment stage, which make up almost half of all residents of the SEZ. The process of transfer of lease rights will be regulated by a decree of the Government of the Russian Federation defining the conditions for the conservation and use of land within the SEZ. In case of violations, the bank will be able to transfer lease rights to other residents or investors proposed by the region, similar to the practice in the Arctic zone.
