Federal budget expenditures in 2024 increased by 23.7%

The Ministry of Finance of the Russian Federation presented a preliminary assessment of the execution of the federal budget in January-November 2024.
Revenues of the federal budget for this period amounted to 32,650 billion rubles, which is 25.8% more than in the same period last year. The key non-oil and gas revenues of both the federal budget (+26% yoy) and the entire budget system (+19% yoy) increased especially noticeably.
Non-oil and gas revenues reached 22,309 billion rubles, an increase of 25.8%. Turnover tax receipts, including VAT, increased by 16.6% and exceeded the planned level, which creates a stable basis for further income growth.
Oil and gas revenues amounted to 10,341 billion rubles, an increase of 25.7% YoY due to an increase in oil prices. It is expected that oil and gas revenues will exceed the base level during the year, which ensures budget stability.
Expenses of the federal budget for January-November 2024 amounted to 33,039 billion rubles, which is 23.7% more than a year earlier. The volume of expenditures is formed based on the primary structural deficit of 3.1 trillion rubles, which contributes to a stable level of borrowing and public debt.
By the end of January-November 2024, the federal budget has a deficit in the amount of 389 billion rubles, which is 359 billion rubles less than in the same period
