On November 21, deputies of the State Duma adopted in the third and final reading the law on the Federal Budget for 2025 and for the planning period of 2026–2027. Recall that the submitted document was initiated by the Government of the Russian Federation and formed on the basis of the basic forecast of socio-economic development of Russia for 2025&2027. Among the key priorities are: fulfilling all social obligations to citizens, ensuring the defense and security of the country, as well as achieving technological sovereignty. In 2025 - 40 trillion 296.1 billion rubles (18.8% of GDP)

Expenses:

Cost Structure

Within the section “National issues” expenses are planned at the level of 28.387 trillion rubles in 2025, 30.543 trillion rubles in 2026 and 31.023 trillion rubles in 2027.

According to the section “National Defense” expenses will amount to 2.87 trillion rubles in 2025, 2.126 trillion rubles in 2026 and 2.164 trillion rubles in 2027. In the section "National security and law enforcement", expenditures in 2025 will reach 2.189 trillion rubles, in 2026 - 2.259 trillion rubles, and in 2027 - 2.348 trillion rubles.

Within the framework of government programs, including the Development of healthcare, it is planned to allocate 1.55 trillion rubles in 2025, 1.556 trillion rubles in 2026 and 1.61 trillion rubles in 2027.

"p> 600.2 billion rubles will be allocated to the program for the Development of education in 2025, 659.3 billion rubles in 2026 and 682 billion rubles in 2027. The program provides for 3.487 trillion rubles in 2025, 3.738 trillion rubles in 2026 and 3.865 trillion rubles in 2027.

The costs of the program “Employment Promotion” will amount to 69 billion rubles in 2025, 67.4 billion rubles in 2026 and 70.5 billion rubles in 2027. The program "Development of agriculture and regulation of agricultural products, raw materials and food markets" will allocate 284.2 billion rubles in 2025, 297.2 billion rubles in 2026 and 301.5 billion rubles in 2027.

1.474 trillion rubles will be allocated for the implementation of the program “Scientific and Technological Development of the Russian Federation” in 2025, 1.615 trillion rubles in 2026 and 1.624 trillion rubles in 2027. According to the program "Economic development and innovative economy", in 2025 expenses will amount to 267.7 billion rubles, in 2026 - 223.1 billion rubles, in 2027 - 160.5 billion rubles. 1.265 trillion rubles in 2025, 1.689 trillion rubles in 2026 and 1.933 trillion rubles in 2027 will be allocated to the program for the development of industry and increasing its competitiveness.

Budget allocations for the development of the pension system of the Russian Federation will amount to 2,204 trillion rubles in 2025, 2,692 trillion rubles in 2026 and 2,592 trillion rubles in 2027.

Transfers and budget loans

In 2025-2027, budget allocations for inter-budgetary transfers to the budgets of the constituent entities of the Russian Federation will amount to 3.443 trillion rubles, 3.529 trillion rubles and 3.587 trillion rubles, respectively.

The Federal Treasury has the right to provide budget loans to the budgets of the subjects of the Russian Federation at the expense of temporarily available funds from the unified federal budget account in the amount of up to 250 billion rubles annually for infrastructure projects. The fee for using loans is 3% per annum, but can be increased to 6% in case of violation of the terms.

The Russian government can write off two thirds of the debt of the subjects of the Russian Federation on budget loans, with the exception of loans for infrastructure projects and replenishment of the balance on a single budget account. The condition for the write-off is the targeted allocation of the released funds to support investments and infrastructure projects.

In 2025, additional federal budget funds may be directed to state support for long-term savings through an inter-budgetary transfer from the budget of the Pension and Social Insurance Fund of the Russian Federation. Changes to the indicators of the consolidated budget list of the federal budget can be made without amendments to the budget.

In 2025-2027, reserved budget allocations in the amount of 1.2 billion rubles each year can be used to finance activities in the field of civil industry on the basis of decisions of the government of the Russian Federation.

8 billion for 888 amendments

888 amendments have been made to the bill (1,065 in total). Thus, an additional 8,129.3 billion rubles were allocated over three years.

Amendments in 2025 increased by 740 million rubles the costs of supporting the participants of the SVO and their relatives through the Defenders of the Fatherland Foundation (the total amount of funds for these purposes will amount to 13.7 billion rubles). 925.2 million rubles will be additionally allocated for rehabilitation and habilitation of the disabled (total amount of funds — 1.6 billion rubles).

537.5 billion rubles will be allocated for maternal (family) capital in 2025. The amount of maternity capital for the first child will be 676,398 rubles, and for the second child an additional 217,436 rubles. More than 1.4 trillion rubles will be allocated for the payment of monthly allowances in connection with the birth and upbringing of a child in 2025.

20 billion rubles will be additionally allocated for the development of regional highways (total funds — 342.6 billion rubles).

Russian Russian language and subjects are taught in foreign countries, as well as the purchase and adaptation of textbooks of the Russian language for foreign educational organizations. The amendments provide for the sending of teachers to foreign countries to teach the Russian language and subjects in Russian, as well as the purchase and adaptation of textbooks of the Russian language for foreign educational organizations. An additional 1.6 billion rubles are allocated for these purposes.

7.4 billion rubles have been allocated for the integrated development of rural areas (the total amount of funds will amount to 115.9 billion rubles). An additional 13 billion rubles will be spent on preferential leasing for the agro-industrial complex, and 600 million rubles for the support of the fisheries complex. In addition, subsidies to agricultural machinery manufacturers will increase by 10 billion rubles.
