Russian President Vladimir Putin has approved a list of directives following a meeting of the Council on the Implementation of State Demographic and Family Policy held on May 29, 2026. The document outlines measures aimed at supporting families with children, improving medical care, and developing social infrastructure.
Family Mortgages and Payments
The government has been tasked with considering changes to the "Family Mortgage" program for large families. Specifically, it is proposed to differentiate the maximum loan amount based on the number of children. A report on this issue is due by January 1, 2027.
Additionally, the cabinet is to explore the possibility of excluding regional one-time payments for newborns from the calculation of per capita family income when determining monthly benefits related to childbirth and child-rearing.
Regions are also advised not to consider one-time employer assistance to families upon the birth or adoption of a child when granting regional support measures, provided the payment is tax-exempt.
Housing and Infrastructure for Families
The government, in cooperation with regional authorities, is to prepare proposals for developing territories in line with demographic objectives. This includes comprehensive development of transport, utility, and social infrastructure.
Separately, the cabinet and State Council commissions are to consider improving housing support for families living in rural areas. In developing these proposals, the number of children should be taken into account, with priority given to individual housing construction.
Support for Pregnant Women and Medical Initiatives
The Ministry of Health has been instructed to organize information campaigns aimed at encouraging men to regularly consult doctors regarding reproductive health.
Another directive concerns expanding the national preventive vaccination schedule to include vaccination against human papillomavirus using a domestic drug.
The Ministry of Health, in collaboration with regions, is also tasked with improving access to primary medical care for diseases of the male reproductive system.
Furthermore, the government and regions are instructed to promote practices of psychological and informational support for pregnant women, as well as improve conditions in maternity hospitals.
New Opportunities on "Gosuslugi"
The Ministry of Digital Development, together with the Ministry of Labor and regions, will consider introducing a mechanism for submitting a single package of documents for obtaining the most popular support measures in the "Gosuslugi. Family" section. It is expected that this will allow families to apply for several types of assistance through a "one-stop shop" principle.
Additionally, the ministries are to verify compliance with the procedure for providing school places to children of participants in the special military operation. If necessary, the "Gosuslugi" system will be updated.
Additional Measures at the Regional Level
Regional authorities are advised to consider expanding psychological and social support for pregnant wives of servicemen who are separated from their husbands due to their military duties.
In addition, Russian regions are encouraged to study the experience of Mordovia in organizing fixed-rate taxi services for children. In large cities, the development of short-term rental of family cars equipped with child restraint systems is also planned.
Another initiative concerns possible benefits for mothers of large families when learning to drive.
Among other directives are an analysis of support measures for large families, including those who obtained their certificates in another region, as well as exploring access for citizens to electronic copies of archival documents on family history using artificial intelligence technologies.
