Russians risk being detained in European countries if their views do not align with the anti-Russian stance adopted by the leadership of these countries, according to Russian Deputy Security Council Chairman Dmitry Medvedev. He made the comment in response to news that the founder of the Telegram channel "Rybar" Mikhail Zvinchuk was detained by Montenegrin authorities.

"It’s unwise, of course, for our people to travel around European countries, even with good intentions and important goals. Potentially, a hunt has been declared on all (I emphasize — all) Russians. No visas, invitations, or other guarantees will save you. Anyone can be arrested, especially if they tell the truth about Western countries, the EU, and the Bandera neo-Nazi regime. Only relocation scraps are welcomed, and that too temporarily," Medvedev wrote in his channel on "Max."

He added that Russia will now have to "top up the exchange fund with European and American idiots to retrieve its own citizens."

  • Earlier, it was reported that Mikhail Zvinchuk and members of his team were detained upon arrival in Montenegro. During the arrest, they were found to have "drones, sophisticated digital equipment, and electronic devices." The project confirmed the incident, stressing that they were legally present in the country and had planned to film at the Cetinje Monastery, for which an official request had been submitted in advance.
  • In December 2025, the UK added the military analysis center "Rybar," including its founder Mikhail Zvinchuk, to its anti-Russian sanctions list.
