Applying for government and municipal services through Russia Post and multi-service centers may become a paid service, with the maximum cost potentially reaching 5,000 rubles ($60), RBC reports, citing a draft government decree.
The document outlines how funds received by federal postal services and multi-service centers (MSCs) for processing applications and delivering completed documents will be used.
Two types of services are proposed: one involves accepting documents from citizens for government and municipal services and forwarding them to the relevant authorities; the other entails delivering and handing over completed documents to the applicant or transferring them to a post office branch of their choice.
Each service will cost no more than 5,000 rubles. The funds will be used to cover employee salaries, purchase necessary goods and services, and other expenses related to their operations.
The new rules are expected to come into effect on March 1, 2027.
The draft decree implements a law passed on July 26, 2026, which amended postal legislation and other regulations. It allows federal postal services to charge for accepting applications for government services through the "Gosuslugi" (State Services) platform and delivering the results.
Using this service will remain voluntary; citizens will have the option to choose whether to use the paid service. The government will determine the fee amount and service delivery procedure.
This change is part of the ongoing reform of Russia Post, which has been authorized to perform commercial-like functions of MSCs, including accepting applications for government services for a fee.
