Russian lawmakers have introduced a bill that would double administrative fines for a range of public order violations. The proposed legislation aims to increase both minimum and maximum penalties across several categories of offenses.
Under the new measures, fines for smoking tobacco and using hookahs in prohibited areas, as well as violations related to the sale of alcoholic and alcohol-containing products, could be significantly raised. Stricter financial penalties may also be imposed for drinking alcohol in forbidden places, drug use in public spaces, and appearing in public while intoxicated.
In addition, the bill proposes increasing fines for Russian citizens living without proper registration, minor hooliganism, and violations of rules governing the organization and conduct of public events. It also seeks to raise penalties for public actions aimed at discrediting the use of Russian Armed Forces (VSRF), production and distribution of extremist materials, and breaches of spectator behavior rules at sports competitions.
If adopted, the bill would revise the amounts of administrative fines for these offenses. The initiative is currently under consideration in the State Duma.
