Mobile pharmacies to deliver medicines in remote Russian villages

### Mobile Pharmacy Experiment to Launch in Russia from September 2026 Starting September 1, 2026, Russia will introduce a pilot project allowing the sale of medicines through mobile pharmacy units. This initiative aims to address the needs of residents in sparsely populated and remote rural areas where stationary pharmacies are unavailable. The government has approved the regulations for conducting this experiment. The mobile pharmacy units will offer the most commonly used medications. However, certain categories of drugs will be excluded from sale. These include medicines containing narcotic or psychotropic substances, potent ingredients, more than 25% ethanol, and those requiring special storage conditions. To participate in the project, pharmacy organizations must have at least three years of licensing for retail trade, storage, and transportation of pharmaceuticals. They will need to apply to the relevant regional authority and obtain special permission from Roszdravnadzor (Russian Federal Service for Surveillance in Healthcare). For a region to be included in the pilot project, the head of the region must submit a separate application to the Ministry of Health. The experiment will run until September 1, 2029. During this period, authorities will assess the effectiveness of the mobile pharmacy model and refine the mechanism, which could be implemented permanently in the future. This pilot project is part of the implementation of new provisions in the federal law "On Circulation of Medicinal Products," adopted in spring 2026.
