Russian State Duma passes law on development of artificial intelligence technologies

Russian lawmakers have passed a law in second and third readings aimed at advancing artificial intelligence (AI) technologies in the country.

The adopted law is of a framework nature. The State Duma will be working on reviewing its main provisions until the end of the year.

Basic definitions of artificial intelligence are introduced into Russian legislation, along with principles for regulating relationships related to large foundational models (LFM) of AI. The law also outlines the authorities of the president, government, federal and other state bodies, state corporations, and the Central Bank in the application of LFM AI.

The law establishes categories of AI models—sovereign and national—and sets requirements for data processing localization within Russia, support measures for AI model developers, and introduces an obligation to label AI-generated content.
