Drone Industry Development Index Evaluates Regional Challenges in Russia

At the INNOPROM Expo, during the final meeting of the Ministry of Industry and Trade, an aggregated Drone Industry Development Index for Russian regions was presented. The regions were divided into several groups, with the leading regions to be announced later.

In addition to identifying conditions that hinder industry growth, the index aims to highlight best practices and facilitate knowledge exchange. Moscow and newly incorporated territories are not included in the ranking.

Experts at the presentation noted several general observations and trends. There is no stable middle segment: regions either have extensive drone usage or none at all. The overall range of scenarios for unmanned aerial systems (UAS) usage is limited. Regional restrictions are excessive, and complex approval procedures lead to refusals or delays. Additional barriers introduced locally slow down the industry and are not aligned with Presidential directives. Regional programs require further refinement.

The index was first presented last year at the St. Pyotrsburg International Economic Forum, with Kaluga and Ryazan regions, Bashkortostan, Sakhalin, and Samara regions making the top-5.
