Russian Digital Development Ministry May Become Primary AI Regulator

The Russian Ministry of Digital Development may become the key federal authority responsible for state policy and regulatory oversight in the field of artificial intelligence. A corresponding draft government decree was published on July 3 on the federal portal of draft regulatory legal acts.
The document proposes amendments to the existing regulation on the Ministry of Digital Development, which has been in effect since 2008, assigning it new responsibilities. Specifically, the ministry will be tasked with formulating and implementing state policy, as well as regulatory and legal oversight in the area of artificial intelligence.
If the decree is adopted, the Ministry of Digital Development will be able to draft sector-specific bills and subordinate regulations governing the use of AI technologies. Additionally, the ministry will be granted the authority to approve draft regulatory documents from other federal executive bodies dealing with the use and development of artificial intelligence.
