Audit reveals violations in transport sector budget execution

The Audit Chamber has noted a high level of cash execution of the federal budget in the transport sector. This is evident from the report published by the agency following an audit of the Ministry of Transport (Mintrans), the Federal Agency for Maritime and River Transport (Rosmorrechflot), and the Federal Air Transport Agency (Rosaviatsiya) in 2025.

According to auditors, all agencies achieved a high level of expenditure execution of the federal budget - over 99%. However, systemic violations and shortcomings were identified.

In particular, Mintrans, as a state customer, continued the practice of postponing the commissioning dates of objects. In 2025, the deadlines for completing work were postponed to later periods for 46 objects. Additionally, advance payments exceeding the level permitted by legislation were identified, specifically for the "Construction of Mirny Airport" project. The amount of the advance payment here was overstated by 2.6 billion rubles.

At Rosmorrechflot, inspectors found excessive funding for the construction of maritime vessels. Additionally, the agency once again shifted the completion dates for the reconstruction of the Rybinsk Hydrounit, which was supposed to be commissioned back in 2024.

Rosaviatsiya did not monitor compliance by air carriers with the terms of agreements on the provision of budget subsidies. As a result, several airlines ("NordStar", "Izhevskavia", and "Alrosa") failed to report on the implementation of the action plan for achieving the results of providing subsidies for 2025.
