Currently, there is practically no document that could regulate issues related to nuclear deterrence, and there are no prospects for developing new ones, according to Russian Security Council Secretary Sergei Shoigu.

"There is a degradation of all instruments, primarily the instruments of nuclear deterrence," he was quoted as saying by Interfax. "Even more alarming is that there are no prospects for even starting to develop this document, because views are so different."

He added that some countries want all nuclear-armed states to participate in drafting the document, while others believe that only key players should be involved.
