### Russia Seeks Regulated Framework for Crypto Payments Russia is moving towards legalizing cryptocurrency transactions, but first, the sector must be subject to regulation, said Elvira Nabiullina, head of the Central Bank of Russia (CBR), responding to a statement by Andrey Kostin, CEO of VTB Bank, who called for faster legalization of crypto payments in Russia. The discussion took place at the Ural Forum on "Cybersecurity in Finance." Kostin emphasized the need for transparent methods of cryptocurrency transactions: > "A large number of clients, including very large exporters, are asking for white ways to make payments in cryptocurrencies." In response, Nabiullina highlighted that the CBR has prepared proposals for systemic solutions regarding cryptocurrency regulation and is currently discussing them with the Russian government. > "The systemic solution is, of course, regulating cryptocurrencies by introducing liability for operations outside the regulated segment. Such changes are being prepared; we have made our proposals and are discussing them with the government," she stated.
