Unified Finishing Standards for Multi-Residential Buildings Could Be Officially Adopted in Russia by Q2 2026
Russia may officially adopt unified finishing standards for multi-residential buildings in the second quarter of 2026, according to Deputy Prime Minister Marat Khusnullin, who spoke to journalists.
Khusnullin stated that the authorities aim to approve the document in the early part of the second quarter. The Ministry of Construction of Russia will be responsible for developing the regulatory framework.
The future standard will define key parameters for finishing works in residential buildings. The document is expected to set quality requirements for flooring and wall finishing, as well as establish procedures for evaluating compliance with established norms and identify the responsible bodies for this oversight.
Khusnullin noted that previously, there was no real need for such regulation since a significant portion of housing was delivered without finishing. However, with the increase in the share of apartments handed over to buyers in a finished state, the number of disputes related to the quality of finishing works has also risen. This, he said, has made the development of a standard relevant.
The deputy prime minister also supported the initiative to include finishing characteristics in the project documentation for multi-residential buildings. This idea was discussed at a meeting between President Vladimir Putin and government members. Khusnullin described this approach as timely, emphasizing that it should contribute to improving housing quality and help citizens avoid additional costs after moving in.
