The Russian government has approved the regulations for the state information system "Antikartel", aimed at automating the fight against cartels in government procurement. As reported by Deputy Prime Minister Dmitry Grigorenko, the digitalization of the cartel detection process will increase the efficiency of budget spending and the transparency of procedures. The new system, operated by the Federal Antimonopoly Service (FAS), marks a transition from manual checks to total digital control. Today, the "Antikartel" GIS, hosted on the "GosTech" platform, automatically analyzes 9.6 million tenders, using 20 behavioral and technical criteria to detect suspicious schemes. The main modernization of the GIS is planned to begin in early 2026. The system will incorporate artificial intelligence technology, which will allow identifying not only known but also previously unseen collusion algorithms. This will make the control more proactive and adaptive. As a result, 100% of all open public tenders will be subject to automatic monitoring. The work of the system has a solid legal basis. On August 1, 2025, amendments to the "Anti-Monopoly Law" came into force, establishing the legal framework for the functioning of such an automated analytical tool. Experts note that the introduction of "Antikartel" will make government procurement more transparent and fair, eliminating недобросовестных participants.
