Digital Labeling Mandatory for Russian Radio Electronics Market Introduced

The Russian government has approved a mandatory digital marking system for radioelectronic products. The corresponding decree was signed by Prime Minister Mikhail Mishustin, reports "Kommersant". The new requirements will affect manufacturers, importers, and retailers. The mandatory marking will cover a wide range of devices, including smartphones, laptops, printed circuit boards, lights, LEDs, and outlets. The implementation of the marking will be phased in, starting on March 1, 2026. Registration of participants will begin at that time, and the full-scale circulation of marked products is expected to be launched by March 1, 2027. It is expected that all market participants, from manufacturers to retail chains, will need to register in the unified state information monitoring system (GIS). The operator of the GIS will be the Center for Advanced Technology Development (CERT). Starting May 1, 2026, CERT will issue marking codes on a paid basis, but before that, they can be obtained for free. CERT notes that the cost of marking will not affect the cost of production, as the price of a single code will be 50 kopecks, and the costs of its implementation are minimal and one-time. According to market participants, the development of the domestic micro- and radioelectronics market is hindered by the use of Chinese components disguised as Russian ones. In this case, it is proposed to require manufacturers of listed devices to report on the components used. Those who do not provide or distort this information are to be excluded from the registry and held accountable.
