### Autonomous Districts Lead in Mortgage Payments
The Chukotka and Yamalo-Nenets Autonomous Districts have become leaders among regions in terms of mortgage payments. Experts from [RIA](https://ria.ru/20251105/ipoteka-2052860814.html) compiled the ranking based on the following indicators: the ratio of mortgage payment to average salary in percentages, the actual size of the mortgage payment, and the average size of a mortgage loan in the region. All data is taken for a 12-month period from August 2024 to July 2025.
It turned out that in these autonomous districts, the size of mortgage payments exceeds 80,000 rubles. Residents of Yamalo-Nenets and Chukotka can afford a mortgage loan of more than 4.5 million rubles.
The rating is closed with a significant gap by the Republic of Kalmykia. The ratio of mortgage to average salary there is 114.8%, the mortgage payment size is almost 106,000 rubles, and the average mortgage loan size is 6 million rubles.
The mortgage lending market in 2025, according to the source, continues to actively adapt to new economic conditions. The main trends are a sharp reduction in the number and volume of mortgage loans issued. Experts explain this by high interest rates and the winding down of some state preferential programs, which ended in the middle of last year.
According to the source, only 502,000 mortgage loans worth 2.2 trillion rubles were issued in the first eight months of 2025, compared to 968,000 loans worth 3.5 trillion rubles for the same period in 2024. Thus, the decline was almost half in quantitative terms and about 40% in monetary terms. Therefore, only 16% of families in Russia can afford to buy an apartment with a mortgage.
