In January—April 2025, federal budget revenues from oil and gas sales amounted to 3.73 trillion rubles. In annual terms, the decrease was 10.3%. This is stated in the material of the Ministry of Finance of the Russian Federation.
The dynamics was explained by a decrease in average oil prices, as well as the one-time receipt of a mineral extraction tax surcharge in February 2024. The ministry noted that there are risks of their further decline due to the weakening of the price environment. In this regard, by the end of 2025, the federal budget will not receive 447 billion rubles in the line of "oil and gas revenues".
