He assumes that the basis for making a decision to freeze (block) funds or other property will be the existence of sufficient grounds to suspect involvement in sabotage activities. The financing of sabotage also falls under the initiated amendment. The bill concerns both organizations and individuals, RIA Novosti reports, citing the co-author of the document, Alexander Shenderyuk-Zhidkov, first deputy head of the Budget Committee of the Federation Council.

The initiators of the bill plan to amend article 74 of the Law on Countering the Legalization (Laundering) of Proceeds from Crime and the Financing of Terrorism.
