The plan for a 100% transition to domestic software was fulfilled by only 5 companies with state participation out of 25 present at a meeting in the Ministry of Finance devoted to this issue. This is reported by "Kommersant".

According to the presidential decree, government agencies and state-owned companies were supposed to switch to domestic software at critical information infrastructure facilities by January 1, 2025. After this date, it is strictly prohibited to use foreign operating systems and software at such facilities. For database management systems, the deadline for completing import substitution was set before January 1, 2026.

It was noted that a number of companies are completing work on import substitution. If they fail to meet the deadline, the Ministry of Finance proposes to oblige them to enter into forward contracts.

Market participants explain the delay by the lack of financing.
