Russia Launches Online Platform for Complaints on Delayed Payments in State Procurements

The Federal Antimonopoly Service (FAS) of Russia has introduced a new digital mechanism for submitting complaints related to delayed payments under contracts concluded under the laws governing state and corporate procurement – Federal Laws No. 44-FZ and No. 223-FZ.
Suppliers and contractors can now file a complaint through their personal account on the FAS website. The new service also allows real-time tracking of the status of the complaint and the progress of the investigation.
To submit a complaint, it is necessary to provide a package of documents and information, including a signed act of completed works or services, contract details, the amount of debt, and information about the customer.
FAS emphasizes that late payment of contractual obligations is a violation of the law. Customers who delay payments may face administrative liability in accordance with the norms of the Administrative Offenses Code.
It is expected that the launch of the new functionality will speed up the consideration of complaints from procurement participants and increase the effectiveness of monitoring compliance with payment discipline in the area of state and corporate contracts.
