State Duma to Consider Bill on Taxi Drivers Quota

The bill on a quota for self-employed taxi drivers will be considered by the State Duma in the near future. It will amount to 25% of the total number of taxis registered in the regional registry.

As reported today in the State Duma, the amendments suggest that in order for the transition to localization requirements to be balanced, an annual quota of 25% should be provided until January 1, 2033. The bill will apply to individuals whose vehicles do not meet the localization requirements for taxis, provided that the vehicle has been owned by them for at least six months.

«If adopted, this will allow for a gradual and balanced transition to localization requirements. We plan to consider the legislative initiative and make a decision in the near future», commented Speaker of the State Duma Vyacheslav Volodin.

If adopted, the law will come into effect on March 1, 2026.
