How Much Will Housing Maintenance Fees Increase in 2026?

Starting from January 2026, the cost of housing and communal services (HCS) in Russia will increase on average by 1.7%. However, the main price hike for citizens is scheduled for a later date – October 2026. The level of tariff increase will depend on the region of residence. These parameters have been approved by the Federal Antimonopoly Service (FAS).

The initial small increase in January is not related to a tariff revision, but to the upcoming increase in the basic VAT rate by 2%. This will inevitably lead to an adjustment in the cost of utilities, but, as regulators have calculated, not by the full 2%, but by 1.7%.

The main tariff indexation, unlike the practice of recent years, will take place not in July, but from October 1. Its magnitude will vary depending on the wear and tear of local infrastructure, the proximity of current tariffs to the actual cost of services, and their dynamics in previous years. As experts explain, in regions where tariffs have remained undervalued for a long time and have increased weakly, the upcoming growth will be more significant.

FAS has set maximum indices for each Russian region. According to these data, in autumn 2026, Russians will face different increases in HCS costs. The highest increase is expected in the Stavropol Territory – up to 22%. In Moscow, utilities will increase by 15%, in St. Petersburg – by 14.6%. In the Moscow Region, the average increase will be 12.8%, in the Leningrad Region – 9.2%. The lowest increase is forecasted in Khakassia and Chukotka – around 8%.

The agency has also established maximum allowable deviations from the average regional index for individual municipalities. For example, within the Stavropol Territory, the increase in different cities and districts may deviate from the average by 21.9%, in the Oryol Region – by 14.9%, in the Khanty-Mansi Autonomous District – by 10.6%. For some regions, such as Adygea, Bashkortostan, Yaroslavl and Penza regions, this deviation is minimal and amounts to 2.1%.

FAS emphasizes that indexation is necessary to maintain the stable operation of the HCS complex, ensure the quality of services, and update worn-out infrastructure. The service will strictly monitor compliance by regions with the approved limits. When setting tariffs, the reliability and economic justification of expenses must be taken into account.

In case of errors in bills, citizens are advised to contact the state housing inspection.

FAS reminded payers about mechanisms of targeted support. Families whose HCS expenses exceed the established share of income can apply for a subsidy.
