The Central Bank of Russia has sent proposals to the Ministry of Economic Development to restrict the ability of marketplaces to set discounts and to prohibit them from selling products of their subsidiary banks, TASS reports.
According to the Central Bank, online platforms gain unfair advantages over other market participants by selling products of their subsidiary banks. The regulator suggests prohibiting them from changing prices on goods depending on the chosen payment method. The Federal Antimonopoly Service (FAS) should monitor compliance with these requirements, according to the Central Bank.
The Ministry of Economic Development confirmed receiving the relevant letter and starting to work on the issue. At the same time, the ministry emphasized that the current law "On Platform Economy" provides for the possibility of establishing necessary requirements for product prices on platforms at the government level. It was also noted that any discussion of restrictions on discounts should be comprehensive.
"Effects should be forecasted, taking into account and evaluating the consequences for sellers-partners of platforms, buyers, and the ultimate impact on the entire platform economy," the ministry stressed.
Earlier, major Russian banks proposed introducing regulation of discounts on marketplaces.
