Individuals who previously imported powerful cars at a preferential rate for personal use and paid a recycling fee of 3,400 rubles for new cars and 5,400 rubles for cars older than three years. Official suppliers may also change the recycling fee rates for new cars, which already include not the preferential but the commercial recycling fee in their prices.
