"Record Figures": A Family with Two Children Should Have Around 123,000 RUB to Afford Rental Housing

Yamalo-Nenets and Khanty-Mansi Autonomous Districts turned out to be the first regions in Russia in terms of housing rental affordability. According to the data for January-September 2025, more than 76% and 75% respectively of families with two children can afford to rent an apartment. For this, as well as for everyday expenses, they need to have an average income of 135 to 175 thousand rubles.
Such conclusions were made by experts of RIA when compiling the rating. They took as a basis that there are two adults and two children in the family, and 70% of the funds remaining after deducting the minimum living standards from the family budget are spent on renting a home, while the remaining 30% are spent on other expenses. The share of families was calculated based on the percentage distribution of employees by salary size in the region. The data on rental rates were taken for the period from January to September of this year.
According to the study results, on average in the country, more than half of families with two children can rent an apartment. For this, the family budget should be at the level of about 123 thousand rubles. The source notes that these are record values, since the share of families with two adults and two children capable of renting an apartment amounted to 50.1%.
An increase in the availability of housing rental is observed in 66 regions. This list also includes Belgorod Region (63.6%), Nenets Autonomous District (63%), Republic of Tatarstan (62.2%), Kemerovo Region (61.4%), Magadan Region (60.9%), Murmansk Region (60.8%) and Lipetsk Region (60.4%). In another 30 Russian regions, the availability index was between 50% and 60%, which is also a respectable result.
The rating is closed by the republics, at the bottom are Chechnya, Ingushetia and Dagestan. The share of families with two children who can afford to rent an apartment there is less than 19%, and in the Chechen Republic it is only 13.5%. At the same time, on average, families should have an income of more than 100 thousand rubles to be able to rent.

The greatest decrease in rental affordability compared to 2024 was observed in the Republic of Kalmykia (-8.1%), and the second such region was Kursk Region (-7.2%).
