The State Duma adopted in the first reading a bill on the regulation of the placement of non-stationary retail facilities (NTO) on private land.The bill is aimed at streamlining the trading infrastructure and creating comfortable conditions for entrepreneurs and residents. It will eliminate the spontaneous placement of retail outlets that violate the architectural appearance and create competitive advantages for illegal facilities.

Thus, starting from March 1, 2026, the placement of NTO will be carried out only within the framework of a municipal scheme approved by local governments on the basis of an application from an entrepreneur. Subjects of the Russian Federation will be able to set the procedure for including and excluding objects from the scheme.

Entrepreneurs will be able to apply for inclusion in the scheme by attaching the necessary documents. This will ensure that the rights of entrepreneurs and owners of private territories are respected, and municipalities will receive a tool to monitor the safety and aesthetics of NTO.

If adopted, the document will enter into force on March 1, 2026.
